Heaptalk, Jakarta – Administrative Reform and Bureaucratic Reform Minister (PANRB) Abdullah Azwar Anas held a meeting with Home Affairs Minister, Tito Karnavian, at the Ministry of Home Affairs Office, Wednesday (03/01).
The meeting was a continuation for digital transformation specifically for the Digital Population Identity (IKD). Addressing the Home Affairs Minister (Kemendagri), Anas said, according to President Joko ‘Jokowi’ Widodo’s instruction, Indonesia is currently on the right track on having integrated digital services eliminating the previous separation, based on the good interoperability, and oriented for user or applied the citizen centric system, similar to the benchmark countries.
“If the digital ID transformation is executed, then citizens will not be needing a physical ID Card. They only need IKD, similar to a developed digital identity economy that has been established by the Ministry of Communication and Information (KOMINFO). That matter is also aligning with Presidential Decree No. 82/2023 concerning the Acceleration of Digital Transformation and Integration of National Digital Services,” Anas elaborated.
Anas further said, “In the Presidential Decree, at least 9 Priority SPBE Applications have been implemented, notably integrated education service, integrated health service, integrated social aid service, integrated population administration services with digital population identity services, state financial transaction services, administration pertaining to state apparatus, public service portal services, One Data Indonesia services, and police services,” he said.
All of this process will be accelerated after the Presidential Regulation no. 82/2023 is set in December 2023. Within the regulation, there is also mentioned the existence of “GovTech” or digital team management that will be done in an integrated manner through the approach of “whole of government”. Thus this can significantly elevate the government quality based on the citizen centric, No longer following the agency-oriented approach that has been used until now.
In the presidential regulation on 18 December, it has been set that the organizer of Priority SPBE application will be run by Perum Peruri as a Govtech with the task of identifying problems in implementing the Priority SPBE Application, deepening the needs of SPBE Users, and designing appropriate solutions.
The existence of GovTech is important for the government digitization service to be integrated. Over the course of time, the government digital service has still yet been integrated. As an example, when accessing A’s affair, citizens must download the A application and fill in the data from the start. Similarly, when addressing other matters.The process is not yet efficient and still complicated.
With an integrated Digital ID or IKD, under one administration facilitated by the orchestration of GovTech, the public service in the future will be more efficient, users will not be required to repeatedly fill data, and this will automatically affect the swift services..
“Today we came to Kemendagri to meet Minister Anas on collaborating with the Director General of Dukcapil to achieve the target with digital ID in SPBE as directed by Jokowi,” he explained.
Meanwhile the Home Affairs Minister Tito Karnavian stated his support for the SPBE Digitization Government plan where the sector lead will be from PANRB. At the very least, there will be three tasks that Kemendag is responsible for, notably to strengthen the digital ID that will become the database SPBE.
The next task will be digital payment that will coordinate payments in areas through the Director General of Dukcapil. Lastly, encourage regional heads to integrate applications into one portal. Currently there exist numerous innovations in the regions where that confused locals. Therefore, his party will encourage these regions to integrate under one portal.
“Later on, this portal will be nationally integrated by the Administrative Reform and Bureaucratic Reform Minister (PANRB) and we will give wholehearted support. There will be a national and regional government digitization system,” he concluded
