Heaptalk, Jakarta — As a part of the government’s effort to enhance the public trust and safety of nuclear power utilization, Indonesia’s Nuclear Energy Regulatory Agency (Bapeten) delivers awards devoted to around 267 institutions and individual parties, presented in the Bapeten Awards 2022 in Jakarta (11/09).
The Bapeten Awards 2022 is dedicated to multiple categories, covering 79 medical institutions, 134 Research and Industrial Institutions for License Holders for Radiation Facilities and Radioactive Substances, 27 for Radiation Safety Optimization in Radiology Patients, 6 Conformity Testing Institutions, 11 Radiation Protection Officers (PPR), 3 Officers in Safeguards and Additional Protocol Aspects and five provinces, namely DKI Jakarta, West Java, Central Java, East Java, and Banten.
As delivered by the Head of the Bureau of Law, Cooperation and Public Communication of Bapeten, Indra Gunawan, the Awards were also presented to the regional heads with their high intention to amplify safety and security by fostering nuclear energy in their regions. In more detail, the awards of the Regional Head category are based on the facilities amount with a qualified performance assessment and aligned with radiation safety and security of radioactive sources within the scope of the area with a Nuclear Safety and Security Index (IKKN) at the excellent level.
Through this award agenda, the Bapeten parties would utilize this momentum as an indicator to increase legal awareness of nuclear power users to create a safety culture in the nuclear field as well as to ensure the maintenance and improvement of officer discipline in the implementation of the use of nuclear energy has been achieved.
Amplifying the nuclear power supervision
This government institution supervises nuclear power usage through policy establishment, license, and inspection services to efficiently utilize this energy in the country. This supervision objective also aims to ensure the community’s welfare, security, tranquility, and environmental protection.
Regarding the context of effective nuclear power control, Bapeten has also granted a rewards and punishments approach for several facilities that have become a supervision object of this government institution. Further, the Nuclear Energy Regulatory Agency has developed a risk-based assessment system in the form of a surveillance index called the Nuclear Safety and Security Index (IKKN).
IKKN is a measurable indicator that illustrates facilities’ safety and security status obtained through the Inspection Result Report (LHI) and Facility Safety Report (LKF). This index will be a compliance reflection for several parties in utilizing nuclear energy safely and efficiently.
“The punishment approach contains multiple criteria, including the criminal law and administrative sanctions, to determine the infringement that has been performed by the parties involved,” Indra said.
While in terms of administrative punishment, Deputy for Nuclear Safety Assessment of Bapeten, Dahlia Cakrawati Sinaga, her party has also implemented written warnings, license suspension, and license revocation. She affirmed this punishment is given based on government regulation Number 2 of 2014 concerning Licensing of Nuclear Installations and Utilization of Nuclear Materials.
Regardless of providing rewards and punishments, Bapeten implements a participatory monitoring strategy within the supervisory framework by involving relevant stakeholders in the region to increase the nuclear supervision quality comprehensively.
