Minister Budi officially issues an Artificial Intelligence (AI) ethics circular letter

This Circular Letter possesses three policies: ethics, implementation of ethical values, and responsibility in using and developing AI technology.

Heaptalk, Jakarta — The Minister of Communication and Informatics of the Republic of Indonesia, Budi Arie Setiadi, has officially issued a Circular Letter (SE) regarding the ethics of using and utilizing Artificial Intelligence (AI) technology.

According to the Minister, This circular is a form of the government’s response to the increasingly rapid use of AI and bringing increasingly significant economic value. As is known, the Kearney and Cset 2023 data disclosed that the global AI market The global market value of AI will reach US$142.3 billion in 2023. Meanwhile, the value of AI technology is also estimated to contribute to ASEAN market GDP to reach US$1 trillion in 2030, of which around US$366 billion comes from Indonesia’s contribution.

Circular Letter of the Minister of Communications and Information Technology Number 9 of 2023, signed on December 19, 2023, possesses three policies, including ethics, implementation of ethical values, and responsibility in using and developing AI technology.

Minister Budi affirmed that by issuing the circular letter, his party would address this letter to dedicated business actors in AI-based programming activities in public and private Electronic System Operators (PSE), expecting to operate the technology following the existing policies.

Regarding the AI ethical aspect policy, Budi revealed that this circular emphasized the values of inclusivity, accessibility, security, humanity, credibility, and accountability in using AI. In implementing the AI ethical values policy, Budi explained that PSE in the public and private spheres implement this aspect through three main approaches, including:

  1. An AI technology implementation assists human activities, specifically for user creativity enhancement in solving problems and their work.
  2. Society’s privacy and data protection efforts to avoid losses due to leakage of individual data.
  3. Monitoring artificial intelligence utilization to prevent misuse of this technology by governments, administrators, and users.

Besides, regarding policies regarding responsibility in the use and development of AI, Budi elaborated on the PSE in the public and private spheres can realize the responsibility for its development and use in three strategic methods, including:

  1. Ensuring the AI adoption would not utilized as a policy maker or decision-maker concerning humanity matters.
  2. Information provision related to an artificial intelligence-based technology evolvement by developers to prevent adverse impacts and losses of this technology creation.
  3. The risk management and crisis management observation in AI development

“AI governance is increasingly necessary to carry out this technology safely and productively. Circular Letters are not legally bound but are still subject to applicable laws and regulations (ITE Law and PDP Law),” concluded Tech Minister Budi.
