Heaptalk, Jakarta – The COVID-19 pandemic has driven the change of public behavior and appearing many challenges, particularly for the government who should keep abreast with the rapid transition. Central Java demonstrated innovation through digital transformation, known as Government Resources Management System, to adapt to the situation.
The emerge of covid-19 generated various problems for people, starting from the economic problem, the disruption of social activities and staple food distribution, and the obstruction of the learning process coerced the Government to take fast and accurate action in tackling the problems. Central Java Province, led by Ganjar Pranowo, is not immune to this problem. Further, the Province has conducted transformation as a form of resistance to a pandemic, changing the Province’s governance from offline to online.
The Province has created several applications for internal business process governance, including e-planning, e-budgeting, e-penatausahaan, e-audit, and e-controlling integrated into Government Resources Management System. The Province designed the system to maintain the continuity of the Province’s governance in the middle of the social activities restriction.
The system’s presence enables the employee to work everywhere at any time, thus making the public service process run smoothly. This system also accommodates real-time monitoring for the working process, as the user and stakeholder can immediately identify obstacles in work.
The system, designed profoundly in detail even to the person in charge, facilitates the evaluation process towards the employee’s performance and expedites coordination between districts and cities. Therefore, districts and cities can collaborate to seek a solution, create consensus, and perform innovation.
The improvement of the Province business process governance, however, did not run without any constraint. The Province should deal with the adaptation process, and employees should keep up with the time in mastering their skills to run the application to carry out their work and submit their report on time.

The Province had to surmount the sectoral ego- reflected in the submission process – they did not evaluate the proposal for over fifteen days after the file was sent. The Province should follow up the submission several times to continue the process of transformation.
After the evaluation process, the central Government required the Province to return to the previous system. Still, Ganjar insisted must upgrade the system to argue that the data synchronization and integration became a substantial matter to recover from the crisis.
As a result, although the Central Government approved the proposal, the budget distribution was hampered, so employees in several regions were late in receiving their salaries.
“Coming back to the previous system is impossible. Our system should change,” added Ganjar Pranowo at the Katadata conference, “Finally, in that period, the distribution of employees’ salaries in the certain district was late.” (WLN)
