Heaptalk, Jakarta — The State-Owned Healthcare and Social Security Agency (BJPS Kesehatan) branch South Jakarta organized Ngopi Bareng JKN program on Friday (09/20) to socialize the latest regulation concerning the requirement of active National Health Insurance (JKN) membership to apply the Police Clearance Certificate (SKCK).
“For those who want to apply SKCK, they must be an active member of JKN. This regulation is already applied across Indonesia starting from 1st August 2024,” stated the Head of National Health and Security Agency (BPJS Kesehatan) branch South Jakarta, Herman Dinata Mihardja on Friday (09/20).
Herman explained that the total number of registered members of this national program has reached 98% of the total Indonesian population. Ironically, the number of active members only reaches about 77%.
“Around 50 million people are categorized as non-active members,” conveyed Herman.

For this reason, Indonesia’s President Joko ‘Jokowi’ Widodo further issued Presidential Decree No. 1 Year 2022 which mandate over 30 government institutions, including ministries, government agencies, police, and state-owned enterprises (SEO) to optimize JKN program.
Based on this regulation, the National Police (POLRI) further released Police Regulation No. 6 Year 2023, which required an active JKN membership for a Police Clearance Certificate (SKCK) application. The new policy is expected to leverage the number of active JKN members.
Supporting this program, Herman explained that BPJS Kesehatan has provided a platform that assist Police to check the JKN membership status of the applicant. Herman also explained that BPJS Kesehatan has prepared initiatives to mitigate the challenge which may occur during the policy implementation.
“First, BPJS Kesehatan branch South Jakarta, together with Greater Jakarta Metropolitan Regional Police and South Jakarta District Police continue to disseminate this information through several canals, including social media and direct socialization,” voiced Herman.
In the implementation, if the applicant is not an active JKN member, the submission will still proceed, but people should attach any document that proves that their membership has been reactivated, such as virtual account receipts, to take the SKCK.
