Indonesia to open international carbon trading in an early month of 2025

Heaptalk, Jakarta — The Indonesia Stock Exchange (IDXCarbon) plans to unlock an international carbon trading market to foreign entities starting January 20, 2025.

This move aligns with Presidential Regulation (Perpres) No. 98 of 2021 and Ministry of Environment and Forestry (LHK) Regulation No. 21 of 2022, which outline the authorization mechanism by the Minister for carbon credits that can be traded with foreign parties.

His parties still ensure the actual transactions from the exchange trading in the coming weeks. Additionally, he mentioned that the Ministry of Environment and Forestry is still in the process of granting authorization for this international carbon trading. Nevertheless, he noted that projects owned by the PLN Group are indicated to be among those that will receive this authorization as the group has been recorded in the National Registry System (SRN) and IDXCarbon.

Carbon trading volume

Since its launch in September 2023, Indonesia’s Carbon Exchange has achieved a cumulative trading volume of 1 million tons of CO2 equivalent (tCO2e) carbon units. Meanwhile, the number of users on IDXCarbon surged to 100 by the end of last year, more than doubling compared to the previous year, reflecting Indonesia’s efforts in sustainable development and climate change mitigation.

At the beginning of 2025, IDXCarbon added three new Greenhouse Gas Emission Reduction Certificates (SPE-GRK) projects. These projects include significant PT PLN Indonesia Power and PT PLN Nusantara Power contributions. The newly added projects cover:

  • PT PLN Indonesia Power’s New Gas-Fired Power Plant Unit (PLTGU) Priok Block 4 added 763,653 tCO2e.
  • The Conversion of Single Cycle Power Plant to a Combined Cycle at PLTGU Grati Block 2 contributed 407,390 tCO2e.
  • PT PLN Nusantara Power’s project at PLN NP UP Muara Tawar added 30,000 tCO2e.

These projects, classified under the IDTBS for technology-based reduction units, bring the total number of tradable projects on IDXCarbon to six.
