Heaptalk, Jakarta — The Minister of State Apparatus Empowerment and Bureaucratic Reform (PANRB), Rini Widyantini, officially appointed Zudan Arif Fakhrulloh as the Head of the National Civil Service Agency (BKN) on Tuesday (01/07). Zudan, previously the Secretary of the National Border Management Agency (BNPP RI), succeeds Haryomo Dwi Putranto, who served as the Acting Head of BKN.
This appointment marks a significant milestone after a decade without a definitive leader at BKN. During the inauguration ceremony broadcasted on BKN’s official YouTube channel, Rini emphasized the strategic role of the BKN Head in addressing the challenges in civil service management.
“After 10 years, we finally have a definitive Head of BKN. Today, we have reached this important milestone,” Rini expressed with optimism.
Rini highlighted Zudan’s immediate priority to resolve the longstanding issue of honorary staff within the civil service.
“We will hold our first meeting tomorrow to address the honorary staff issue. This is a challenging task, but it is our collective responsibility,” Rini stated.
She also underscored the importance of digitizing employee data, enhancing civil servant competencies, and fostering a more professional civil service management.
“Ensure that assessments of civil servants are conducted objectively and their competencies are continuously developed. Let’s cultivate a culture of excellent, professional public service, leveraging modern technology,” she added.
Zudan’s appointment is formalized through Presidential Decree No. 188/TPA of 2024 on the Appointment of Principal High Leadership Officials within BKN. President Prabowo Subianto signed the decree on December 12, 2024, urging Zudan to expedite digital transformation within the civil service sector.
“We are entering a new era where digitalization is key. BKN must lead with innovation and ensure that all civil servants are ready to meet contemporary demands,” President Prabowo conveyed in his written message.
As the new Head of BKN, Zudan is expected to spearhead significant reforms in civil service management, focusing mainly on implementing performance and competency-based evaluation systems.
