Heaptalk, Jakarta — The Regent of East Kutai, Ardiansyah Sulaiman, visited the Institute of Home Affairs Governance (IPDN) at Jatinangor, Sumedang, West Java to explore opportunities for civil service collaboration (13/09). As the existing regulations are constantly developing, there is a need for an apparatus that can carry them out in the field, particularly in regional government.
The Regent delivered the objective of the collaboration is to advance the capacity of public service in East Kutai. Most of the subdistrict heads, known as camat, and village heads, known as lurah, in East Kutai have educational backgrounds in non-civil service. Verily the apparatus is not required to graduate from civil service according to the instruction of the Ministry of Home Affairs.
“On the other hand, civil service knowledge is undeniably needed. The urgency of that knowledge brought me here with the team. Hopefully, we gain a good response from IPDN,” said Ardiansyah.
The Rector of IPDN, Hadi Prabowo, welcomed the Regent and his team to collaborate in civil service capacity building. The action is aligned with the central regulation as stated in Law Number 23 of 2014 article 263 that civil servants, particularly subdistrict heads, do not have to be IPDN graduates.
“However, those who do not have public administration knowledge can join professional programs at IPDN. This is a devoted training for the subdistrict heads, especially graduates from non-public administration backgrounds thus they can obtain an understanding of the governance function to serve the public. Further, they will be able to carry out their main duties and functions as public servants,” explained Hadi.
In addition, Hadi emphasized that sub-district cadres who have public administration knowledge have to implement it well in governance practices and innovations to realize excellent service.
Following the initiation, both parties agreed to make a memorandum of understanding (MoU) as a basis for budgeting in the regional revenue and expenditure budget (APBD). The MoU is needed as a legal umbrella and this has been done in the provincial and district governments in particular. “We hope this action is aligned with the circular letter (SE) of the Ministry of Home Affairs which has just been issued today,” said Hadi (13/09).
IPDN voiced its willingness to visit East Kutai if needed. Hadi delivered, “We can come to East Kutai. We recognized the need to accelerate the further step. For example, yesterday, the Government of Sumedang Regency had difficulties in carrying out the Smart Village program. We were asked to help them carry out technical guidance to all village heads. We trained the character and skills of our Praja (students).”
Besides technical guidance, IPDN is also open to collaborating through other training programs in implementing a governance system. The Rector recommended a three-month civil service training with an on-off scheme instead of a nine-month one. Regarding the task of writing scientific papers, trainees can propose innovation in their workplace.
In his conclusion, the Rector asked the Head of the IPDN Cooperation Bureau to escort the program along with East Kutai Government itself.
