Along with Timor Leste Government, PANRB Ministry discusses human resources policies

Heaptalk, Jakarta – On Thursday (29/02), Secretary Ministry of State Apparatus Empowerment and Bureaucratic Reform (PANRB) Rini Widyantini encountered with Timor Leste Civil Service Commission President, Agostinho Letencio de Deus. The encounter was meant to discuss policies and best practices that have been done by PANRB Ministry regarding apparatus resources (HR) for further adaptation in Timor Leste.

“We, PANRB Ministry, are honored to have our brothers from Timor Leste visit, along with Agostinho, President of the Civil Service Commission visited the PANRB Ministry to get information regarding bureaucracy transformation done by Indonesia government, mainly about transformation related to the human resource problem become the task of this commission,” stated Rini after the meeting.

One of transformations in apparatus resources namely the ratification of Law no. 20/2023 concerning ASN. It was explained, there are 7 transformations done within the law. The first one is going to be transformation for ASN recruitment and positions.

“Thus it will be flexible in determining needs than ASN, simplifying title, more open, and a more agile organization,” said Rini.

Furthermore, the national talent mobility. Said mobility will be much easier under one instance, between instances, or outside instances, and the talent mobility is hoped to overcome talent gaps that refer to national development priorities. Then regarding the accelerated competency development.

“So, ASN is not only entitled to develop skill but also necessary to develop one,” stated Rini

Afterward, related to the arrangement of non-ASN personnel, reform of ASN performance and welfare management, ASN management digitalization, and strengthening work culture and institutional image. Additionally, Rini also declared that PANRB Ministry is currently doing digital transformation or focusing in Electronic Based Government System (SPBE). The central government is also preparing national portal to interoperate various main government services to the community.

As stated, with the digital transformation it will make it easier for business. For that matter, it is necessary that every government instance to not avoid in making one innovation one application.

Rini hoped this meeting is able to become the start of Indonesia and Timor Leste to collaborate for this bureaucracy transformation, both in Indonesia and Timor Leste. Meanwhile, Agostinho Letencio de Deus conveying Indonesia’s success in bureaucratic reform will be adapted to Timor Leste.

“Timor Leste is also in the process of bureaucracy transformation, our visit here is to learn best practices which is being implemented in Indonesia,” she concluded.
