Ministry reveals challenges and risks of land digitalization

Ministry of ATR's land digitalization program is a breakthrough towards a corruption-free land service system and improved public services.

Heaptalk, Jakarta — The Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN), in collaboration with PT Indonesia Digital Pos (IDP), held a Focus Group Discussion (FGD) at Hotel Aston Bekasi on Wednesday (08/14).

In his opening remarks, Sumber Rajasa Ginting, the President Director of PT Indonesia Digital Pos, stated that the government continues to organize the national land system as part of its Nawacita program. “In our work program, this is being promoted through human resource development and improvements in service systems,” said Ginting while opening the discussion.

According to Ginting, the Ministry of ATR’s land digitalization program is a breakthrough towards a corruption-free land service system and improved public services. He added, “This digitization program reduces direct meetings, limiting opportunities for corrupt practices. However, several challenges must be faced in this program. Hopefully, through this discussion, we can find good solutions to accelerate the land digitization program.”

On this occasion, the Inspector General of the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN), Raden Bagus Agus Widjayanto, stated that the Inspectorate General of the Ministry of ATR/BPN is currently actively building integrity zones in all work units. “We greatly appreciate it when BPN work units are enthusiastic about building integrity zones,” said Raden.

In the discussion attended by the Commissioner of PT Indonesia Digital Pos, Syarif Hidayatullah, officials from the Ministry of ATR, and media representatives, Raden mentioned that out of 508 land office and regional office work units, 104 are targeted to achieve the status of Corruption-Free Zones (WBK). Of this target, 81.73%, or 83 work units, are already prepared as Corruption-Free Zones.

He explained, “This will continue to develop because improving or building integrity zones in each work unit is ongoing. For those that have not yet achieved the Corruption-Free Zone status, we will continue to build them to be ready, and for those that have achieved it, we will maintain and enhance it to ensure they do not fall below the Corruption-Free Zone standards.”

Meanwhile, I Ketut Gede Ary Sucaya, Head of the Center for Land Data and Information, Spatial Planning, and Sustainable Agricultural Land at the Ministry of ATR/BPN, added that the land digitization program is interconnected with related parties, including the Directorate General of Population and Civil Registration (Dukcapil) and the National Cyber and Crypto Agency (BSSN).

“This land digitization cannot be done alone; we are implementing interconnections. This ensures accountability, such as with BSSN for electronic signatures. This cannot be done in reverse to ensure accountability. We verify residents with Dukcapil, so there are no fake addresses. We collaborate with the Directorate General of AHU (General Legal Administration) for legal entities,” Sucaya concluded.
