Launches GovTech ‘INA Digital, Indonesia’s govt to integrate 27,000 apps

President Jokowi stated that the inception of GovTech 'INA Digital' marks the initial step in accelerating Indonesia's govt digital transformation services.

Heaptalk, Jakarta — President of Indonesia, Joko Widodo, has officially launched the Government Technology (GovTech) Indonesia system, ‘INA Digital’, during the Electronic-Based Government System (SPBE) Summit 2024 at the State Palace, Jakarta. (27/05)

GovTech is an institution tasked with driving the integration of government digital services that are currently scattered across thousands of platforms/applications.

In his speech, President Jokowi emphasized the importance of integrating various government digital applications and services into a public service portal and a government administration portal to improve service quality for the public. President Jokowi also mentioned the existence of 27,000 applications within the government, from the central to the regional levels, to be integrated.

“To enhance Indonesia’s competitiveness, we must strengthen our Digital Public Infrastructure, similar to a ‘digital toll road’ for public service digitalization. We must also bolster the GovTech transformation that we call INA Digital,” stated President Jokowi.

In achieving this intention, President Jokowi officially launched GovTech Indonesia, named INA Digital, as the operator of the government’s digital service ecosystem integration, aiming to create more quality, reliable, and efficient public services. President Jokowi stated that the inception of INA Digital marks the initial step in accelerating the digital transformation of Indonesian government services.

“Every ministry, agency, and local government must work together to achieve application and data integration and interoperability. No one should consider their data as their property anymore. We will not progress if this mindset persists. Leave behind old practices and mindsets,” the President continued.

The Minister of Administrative and Bureaucratic Reform (PANRB), Abdullah Azwar Anas, stressed that government digital services would be integrated following the launch of INA Digital. Several priority services will be consolidated into a single public service portal, scheduled for launch in September 2024. The priority services to be integrated include education, health, social assistance, digital payments, digital identity, online driver’s licenses, event permits, and civil service.

“According to the President’s mandates, the process must no longer be convoluted despite the use of technology. This underscores the importance of service interoperability, which entails data exchange. INA Digital is tasked with integrating these services,” he said.

“For the first time in history, as per the President’s mandates, Indonesia is set to make a historic shift where digital services will be integrated, no longer agency-based or government-centric but citizen-centric, addressing issues like civil registration, job search support, healthcare services, address changes, social assistance access, and much more,” Anas added.

Minister of State-Owned Enterprises Erick Thohir explained that PERURI was selected to operate INA Digital based on its solid digital portfolio, proven by its flagship government digital services. Therefore, this assignment is the right choice as it can boost the competitiveness of state-owned enterprises in the digital sector.

INA Digital prioritizes simplicity for the public without complicated procedures. This also improves integrated, transparent, and measurable business processes so that all public services are well-targeted.

“This launch is the initial step, and we must continue to work hard over the next few months to realize that the government’s public services for the people are tangible. It is not just a slogan but something that can be implemented,” Minister Erick continued.

In the initial phase, INA Digital will collaborate with nine ministries/agencies to support the development, integration, and interoperability of priority SPBE applications. These include sectors such as education, health, social services, integrated population administration with Digital Identity, state financial transactions, civil services, Public Service Portal, One Data Indonesia, and the police. President Joko Widodo directly chose these nine priority sectors to accelerate their integration based on planning readiness, infrastructure, and user existence.

Effective digital service integration can be a crucial breakthrough in providing simple, easy, fast, and transparent public services. The government is determined to provide a unified public service portal and a government administration portal as a reference for the public to meet the needs throughout their lives, including civil registration, job search support, healthcare information, address changes, and social assistance access.
