Heaptalk, Jakarta — Minister of Transportation Budi Karya Sumadi stated that the government strives to increase Non-Tax State Revenue (PNBP) by optimizing port business management. This was conveyed during the ‘Exposure on Optimization of State Revenue Through Port Business Management’ event at the Mataram Room, Ministry of Transportation Headquarters, Jakarta, on Monday (10/14).
“By strengthening the governance of port businesses and modernizing infrastructure, we not only expedite the flow of logistics and trade but also ensure that the maritime transport sector becomes a key pillar in increasing state revenue,” said Budi Karya.
To accelerate port development, the government provides ample opportunities for domestic and foreign enterprises to invest. He stated, “Through schemes such as concessions and public-private partnerships, we aim to boost non-tax state revenue.”
As proof of the government’s commitment, 11 port businesses have signed concession agreements since 2022, and six companies have been awarded concession designations and will soon sign their concession contracts. The six companies, located in the provinces of Central Java, East Kalimantan, South Kalimantan, Central Sulawesi, and North Maluku, include PT Rugaya Nusantara Jaya, PT Pelabuhan Buana Reja, PT Samas Port, PT Satya Amerta Havenport, and PT Pelabuhan Samudera Nusantara.
Minister Budi Karya also expressed his appreciation for the achievements of the Directorate General of Sea Transportation, which successfully realized Non-Tax State Revenue amounting to Rp4.7 trillion, or 97.78% of the State Budget 2024 target. As of October 11, 2024, the Ministry of Transportation’s total Non-Tax State Revenue realization reached Rp9.49 trillion from the target of Rp10.41 trillion.
In 2024, improvements were made to Non-Tax State Revenue management at the Directorate General of Sea Transportation, including changes to concession revenue calculation mechanisms, digital transformation in planning, execution, and oversight of Non-Tax State Revenue, and standardizing reconciliation and payment mechanisms for pilotage and towage service fees.
