Heaptalk, Jakarta — Andi Rizaldi, The Head of the Industrial Services Standardization and Policy Agency from the Ministry of Industry, revealed that many imported products without Indonesian National Standards (SNI) legally enter Indonesia.
“This situation has a negative impact, particularly indicating the potential loss to the state from the absence of import duties on these goods. If these products used the appropriate HS code, the country could collect up to 10% import duties. However, by misusing HS codes, the import duty could drop to 5% or even 0%, leading to a loss of state revenue,” said Andi at the Mandatory Industrial Standardization Enforcement event on Wednesday (10/16) in Jakarta.
The Ministry of Industry Regulation No. 45 of 2022 stipulates that foreign manufacturers must have official representatives in Indonesia. This regulation is expected to allow the monitoring of imported products while they are stored in the official representative’s warehouse before entering the market.
Andi also noted that Indonesia is one of the Southeast Asian countries with the fewest national standards for products. Of the 5,000 manufactured products, only 130 are required to have SNI, meaning only about 4-3% are required to meet national standards. This contrasts with neighboring countries like Vietnam, Thailand, and Malaysia, which have many more SNIs.
In response, Minister of Industry Agus Gumiwang Kartasasmita has issued 16 Ministry of Industry Regulations that mandate industrial standardization. These regulations govern the conformity assessment process, including audits and appropriate testing. Andi emphasized, “To support the implementation of these 16 regulations, the Ministry of Industry has appointed Conformity Assessment Bodies, which include 20 Product Certification Bodies and 28 Testing Laboratories, ready to test and certify products.”
Andi also mentioned that the 16 Ministry of Industry Regulations will cover various industrial products, such as prestressed steel wire, calcium carbide, valves, stoves, and LPG gas hoses. “Currently, 44 draft Ministry of Industry regulations have been prepared. These include 16 that have been issued, 28 drafts in the issuance process, and 24 drafts under discussion with stakeholders. All these policies refer to the provisions in Ministry of Industry Regulation No. 45 of 2022,” Andi concluded.
