Heaptalk, Jakarta — Deputy Minister of Home Affairs, Ribka Haluk, called on all regional governments across Southeast Sulawesi (Sultra) to expedite the completion of their Regional Spatial Plans (RTRW). This aligns with Minister of Home Affairs Tito Karnavian’s directives supporting the One Data Indonesia initiative.
Ribka delivered the message during her remarks at the 2026 Regional Government Work Plan (RKPD) Development Planning Forum (Musrenbang) held at Nirwana Buton Villa Ballroom in Baubau, Southeast Sulawesi, on Monday (April 14, 2025).
“The Minister has asked us to finalize the spatial plans—at both provincial and district/city levels—including village boundary maps. This is part of our move toward a national data system. The work must begin now,” she emphasized.
According to Ribka, completing comprehensive spatial planning will help local governments manage land use, tap into tourism potential, and ensure balanced development across regions. “With proper spatial plans, we can identify areas designated for tourism, development, and other purposes. Regional Spatial Plans (RTRW) must be finalized,” she added.
Ribka urged Southeast Sulawesi Governor Andi Sumangerukka to foster cross-sector collaboration, particularly between the provincial planning agency (Bappeda), local governments, and relevant ministries, to accelerate the process. She also reaffirmed the Ministry of Home Affairs’ commitment to finalizing all regional spatial plans by the end of this year.
“This year, our Ministry is committed to completing the national RTRW process,” she asserted.
Ribka also encouraged local governments to boost regional revenue (PAD) by fostering innovation that can attract private sector investment. Strengthening PAD, she said, will enhance regional fiscal capacity and reduce reliance on central government transfers.
“We need local governments to innovate and increase PAD. This is essential to strengthening regional finances,” she said.
She reminded regional leaders to align RKPD and development policies with national priorities—particularly Asta Cita, President Prabowo Subianto’s development vision. Ribka urged the immediate dissemination of the program to all heads of regional governments in Sultra.
“We’ve summarized the core of these policies under what is now known as Asta Cita,” she concluded.
Ribka expressed hope that improved coordination in finalizing both RTRW and RKPD would better position Southeast Sulawesi to address development challenges and fully leverage its regional potential for the welfare of its people.
