Heaptalk, Jakarta — The East Kutai Regency Government held technical guidance on enhancing the capacity of sub-district apparatus on November 2-4, 2022 at the Selyca Hotel, Samarinda.

As the apparatus that carries out some of the regional leader’s authority, the sub-district head and government elements in the sub-district should be supported to strengthen their capacity. One of the authorities is preparing the regional medium-term development plan (RPJMD) aligned with its periodization.

At the opening of the activity (11/02), Secretary of East Kutai Regency Rizali Hadi said, “Debriefing and skills both managerial and technical related to the implementation of tasks in the sub-district to accelerate the succession, vision, and mission of the Regent and Deputy Regent of East Kutai 2021-2025.”

Rizali said that the technical guidance was critical considering that the periodization of the East Kutai RPJMD 2021-2025 was different from the service period of the regent and deputy regent. The current service period is five years thus the program must be implemented faster than it should be.

The Regency needs personnel who are ready to work and run to complete the program. Rizali emphasized that the sub-district government is the spearhead as well as the embodiment of the regional head in the sub-district.

Head of the Governance Section Trisno added that the technical guidance activity presented several prominent resource persons from the Ministry of Home Affairs, the East Kalimantan Human Resources Development Agency, the Regional Development Agency (Bappeda), Regional Financial and Asset Management Agency (BPKAD), and other practitioners.

The material presented included the role of sub-districts in accelerating the vision, mission, and work programs of regional leaders, functions and positions of sub-districts, as well as institutional strengthening.

“The activity also includes sub-district HR management, sub-district administrative and financial management, public service ethics, administration of official documents and archives, and the role of the governance section as a coordinating node for the administration of government administration carried out by the sub-districts,” said Trisno.

In his closing remarks, Trisno expected that the three-day technical guidance could enhance the capacity of the sub-district apparatus’ resources both organizationally and individually.
