Adipura certificate for environmental management must be maintained for three consecutive years to win the trophy. The landfill holds the highest point of assessment.
Heaptalk, Jakarta — East Kutai Regency has won an urban environmental management award, namely the Adipura certificate in 2013 when it was led by Regent Isran Noor and Vice Regent Ardiansyah Sulaiman. If this achievement is maintained for up to three years, the Regency can seize the Adipura trophy. However, if the certificate cannot be maintained, the Regency must start from zero.
Head of the East Kutai Department of Environment (DLH) Armin Nazar said, “After receiving a certificate, it must be maintained for three consecutive years, then (the regency) can only receive a trophy. The current target is to pursue the certificate first, starting again from the beginning.”
Armin explained the strategy of the East Kutai Department of Environment in winning back the environmental award, namely by maximizing the function of the Batuta landfill. The final disposal site is one of the indicators with the highest points for obtaining Adipura.
By improving the Batuta landfill, the chances of obtaining a certificate are expected to be greater. However, Armin said that there are many things that need to be improved as currently, the landfill condition is still far from the target.
“The priority program for the Environment Department to win back this achievement has received support. Therefore, in the later revised budget, it is possible that the facilities and infrastructure at the Batuta landfill will be improved,” said Armin.
Accommodating more than capacity
Currently, the landfill with an area of seven hectares accommodates more waste than its capacity. Every day, as much as 70 tons of waste enter the place. The good thing is, there is no garbage piled up on the side of the Sangatta-Bengalon main road as the existing garbage has been pushed out with a new excavator. However, there are obstacles experienced by the garbage trucks, namely they cannot enter the dumping area to avoid collapsing. The truck unloads the waste near the entrance to the landfill.
Further, the Environment Department is proposing to procure heavy equipment including bulldozers to push the waste to prevent covering the dumping area. The Department also needs a small excavator to transport soil to a dump truck for backfilling. In addition, Armin added that his party also needs technical personnel who can utilize methane pipelines to capture methane gas.
Armin expects that all the programs designed by the Environment Department can be realized starting in 2024 considering that currently, the leachate treatment site from waste is in disrepair. To achieve this, his party needs a budget in accordance with the detailed engineering design (DED). “Hopefully in the next two or three years we can achieve an Adipura certificate,” concluded Armin.
