Heaptalk, Jakarta — The Public Housing Savings Management Agency (BP Tapera) has responded to complaints from retired civil servants or their heirs who received only Rp5-6 million in savings payouts after saving for 30 years.
BP Tapera Commissioner Heru Pudyo Nugroho stated that the small amount of housing savings for civil servants is due to the low contribution rates that were set. Each civil servant was required to contribute a portion of their monthly salary according to their respective rank, starting from Rp3,000 for Rank I, Rp5,000 for Rank II, Rp7,000 for Rank III, and Rp10,000 for Rank IV.
This contribution rate followed the Presidential Regulation (Perpres) Number 46 of 1994 on Civil Servant Housing Savings when the managing agency was still named the Civil Servant Housing Savings Consideration Board (Bapertarum-PNS). Then, in 2018, all assets under Bapertarum-PNS were liquidated into BP Tapera in accordance with the mandate of Law Number 4 of 2016. “If the payout is only around Rp5-6 million, each rank’s contribution was very small. Automatically, the return is also small,” Heru said in a press conference at his office on Wednesday (06/05).
Heru provided an example of Civil Servant A, who began saving for housing in 1993 when it was still Bapertarum. Upon retirement in 2016, they only received benefits of Rp2,256,000. The calculation was that Civil Servant A joined as a participant in 1993 in rank IIIA with a contribution of Rp7,000/month. Over 14 years, this amounted to Rp1,176,000, calculated as Rp7,000 x 12 months x 14 years.
Then, in 2007, Civil Servant A was promoted to rank IV before retiring in 2016. The total housing savings from 2008 to 2016 amounted to Rp1,080,000, calculated as Rp10,000 x 12 months x 9 years. “The total Bapertarum contribution over 23 years of work was only Rp2,256,000 because according to the regulations, Bapertarum savings were not returned along with the accrued interest. Only the principal savings were returned,” Heru concluded.
