Heaptalk, Jakarta — The Ministry of Public Works and Public Housing (PUPR), through the Directorate General of Highways, is currently working on the construction of toll roads for Section 5B (Pulau Balang Bridge-Simpang Riko Segment), Section 6A (Simpang Riko-Outer Ring Road IKN), and Section 6B (Outer Ring Road IKN-Simpang 3 ITCI).
Rachman Arief Dienaputra, Director General of Highways, confirmed that these three toll road sections would be completed by 2025. “This toll road is scheduled to be finished by 2025,” Rachman said on Thursday (08/22). The toll road infrastructure is being built to support connectivity and mobility for the public as a continuation of the IKN Toll Road Section 5A (Simpang Tempadung-Pulau Balang Bridge Segment).
In addition, the Directorate General of Highways is also completing work on IKN Toll Road Section 3A (Karangjoang-KKT Kariangau), which stretches 13.4 km, Section 3B (KKT Kariangau-Simpang Tempadung) which spans 7.32 km, and Section 5A (Simpang Tempadung-Pulau Balang Bridge), which is 6.67 km long. According to Rachman, these three IKN toll road sections are expected to be completed by 2024.
During the 79th Independence Day celebration of the Republic of Indonesia, these three toll road sections were functionally operated for one lane. Rachman said, “After the Independence Day celebration, these three sections were closed again to continue their construction. Meanwhile, the design process for IKN Toll Road Section 4A (Simpang Tempadung-Outer Ring Road IKN) is still ongoing.”
On the other hand, IKN Toll Road Section 1, which connects Sultan Aji Muhammad Sulaiman (SAMS) Sepinggan Airport to the Balikpapan-Samarinda (Balsam) Toll Road, is still in the tender process and is planned to be completed by 2026. To meet this target, the Directorate General of Highways is implementing several strategies to ensure the construction is quality, cost-effective, technologically appropriate, and functionally efficient. These strategies include collaborating with supervising consultants for each contracted work package and bringing in toll road experts from the Japan International Cooperation Agency (JICA).
Periodic monitoring and evaluation are carried out in stages by the East Kalimantan National Road Implementation Center (BBPJN), the Directorate General of Highways, and the Task Force for the Planning and Implementation of IKN Infrastructure Development under the Ministry of Public Works and Public Housing. “Our work, both in terms of quality and budget absorption, is also audited by the Financial and Development Supervisory Agency (BPKP) and the Audit Board (BPK) of the Republic of Indonesia,” Rachman concluded.
