Pressing the Election Vulnerability Index, Southeast Sulawesi Govt to Monitor ASN Violation

Heaptalk, Bali — On Tuesday (06/02), representing the Acting Governor, Commissioner General of Police (P) Andap Budhi Revianto, Southeast Sulawesi Regional Secretary, Asrun Lio attended the 2024 Supervision and Control Coordination Meeting (Rakor) held by the Republic of Indonesia’s State Civil Service Agency (BKN) in The Stone Hotel-Legian, Kuta District, Badung Regency, Bali. 

On Wednesday (07/02), as explained by Asrun Lio on the press release, Indonesia’s General Election Supervisory Agency declared the result of vulnerability mapping in the country where there are 10 provinces that have the highest level of vulnerability, especially regarding the neutrality of ASN, TNI and Polri. “The first position is occupied by North Maluku with a percentage of 100, followed by North Sulawesi 55.87, Banten 22.98, South Sulawesi 21.93, NTT 9.40, East Kalimantan 6.01, West Java 5.48, West Sumatra 4.90, Gorontalo 3.9, and Lampung 3.9,” explained Asrun Lio.

Asrun Lio also explained, the Coordination Meeting with a theme of ‘Mewujudkan Netralitas ASN dalam Bingkai Meritokrasi: Menuju Birokrasi Berkelas Dunia’, is necessary to be followed in order to keep supporting the progress of bureaucratic reform in Indonesia. “Moreover that matter becomes the main message of Acting Governor of Southeast Sulawesi, Komjen Pol (P) Dr (HC) Andap Budhi Revianto SIK MH in every opportunity to emphasize the election violations involving ASN in Southeast Sulawesi,” he stressed..

Nevertheless, the ASN General of Southeast Sulawesi province gave a message to not satisfy oneself because of the National Civil Service Agency of Republic of Indonesia data, where it put Southeast Sulawesi in second place nationally regarding violations of ASN neutrality with a total of 29 violations. South Sulawesi in first place with 45 violations, followed by Central Java with 22 violations, West Sulawesi 20 violations, and Central Sulawesi with 8 violations.

“Even though the data from BKN RI are the majority cases of ASN violations in Southeast Sulawesi in the form of support via social media in the form of “like” or “follow”, however we have given moral sanction in the form of a written warning and we have followed up. This is in accordance with PP Number 42 of 2004 article 15 paragraphs 1, 2 and 3, concerning civil servants who violate the code of ethics are subject to moral sanctions,” he said.

Regional Secretary of Southeast Sulawesi also revealed, through the appeal that has been done by the Acting Governor, turned out Sultra is able to pressing the Election Vulnerability Index (IKP) according to data from Bawaslu RI and on the other hand, his party will continue to monitor any violations of ASN neutrality and carry out follow-up actions to impose sanctions.

“The important thing to face in this election, ASN needs to understand which things that could plunge them to violate ASN neutrality, such as not taking pictures using number symbols to like or following candidates in social media, or worse joining the campaign. All of these are included in monitoring and violating. So, if there has been a choice, keep it yourself and soon be channeled at the right place and the right time, such as during the election in the existing voting places,” he said.

The Regional Secretary also explained, from the coordination meeting, the Minister of PANRB hoped that the bureaucracy reformation can continue to run well so all parties are asked to be mindful and aware of the management in every government organization. Including maintaining ASN neutrality for the violations could be pressed, starting by the presidential election parties, legislative elections, and regional elections.

“The election is nearing, specifically on Wednesday 14 February 2024, thus it is important to maintain a dynamic and conducive condition for the whole country including in the North Sulawesi. For that matter, the Southeast Sulawesi Provincial Government is fully supported this neutrality,” explained the Regional Secretary.

The ASN General of Southeast Sulawesi Province added, ASN as the regional servant, must prioritize the neutral behavior in realizing justice of giving services to the public.

“The Province Government of Southeast Sulawesi will keep continuing to fully support what has become a message from the Central Government, especially concerning realizing ASN’s neutrality in the meritocracy framework, to world class bureaucracy. We keep reminding these matters in every area and in accordance to what Acting Governor Andap Budhi Revianto,” he explained

For the coordination meeting, the attendees were Minister for Empowerment of the Indonesian State Apparatus and Bureaucratic Reform, Acting Head of the State Civil Service Agency, Acting Governor of Bali, Secretary General of the Ministry of Home Affairs, Acting Deputy for Human Resources for Apparatus at the Ministry of Panrb RI, Commissioner of Bawaslu RI, Governors, Regional Secretaries, Mayors and Regents throughout Indonesia.
