Ministry of PKP partners with Buddha Tzu Chi and KADIN to Build Homes for Underprivileged Residents in Jakarta

Heaptalk, Jakarta – Minister of Housing and Settlement Areas (PKP), Maruarar Sirait, has partnered with the Buddha Tzu Chi Foundation and the Indonesian Chamber of Commerce and Industry (KADIN) to build and renovate homes for underprivileged residents in Johar Baru, Tanah Tinggi, Central Jakarta. This initiative is part of the government’s 3 Million Homes Program and is being carried out without using state budget (APBN), regional budget (APBD), or funds from state- or region-owned enterprises (BUMN/BUMD).

Launched on Tuesday (04/15) the Bebenah Kampung program represents a new model of cooperation between the government and the private sector. “These homes are being built without using APBN, no APBD, no BUMN, and no BUMD. Let’s build people’s homes without empty promises—transparently and swiftly,” Minister Maruarar stated during the launch event.

The minister emphasized that the initiative aligns with President Prabowo Subianto’s directive to focus on teamwork in governance. “The President said there is no Superman, but we have a Super Team. I have reported this initiative to the President, and Mr. Prabowo sent his regards and hopes that this program will grow into a national movement.”

Under the collaboration, the Buddha Tzu Chi Foundation has committed to renovating 1,500 homes, KADIN will handle 500, and the Indonesian Young Entrepreneurs Association (HIPMI) will support an additional 200 homes.

Currently, the Buddha Tzu Chi Foundation is working on 232 homes in Johar Baru, divided into two phases. The first phase involves 148 units across Johar Baru (22 homes), Tanah Tinggi (28), Galur (29), and Kampung Rawa (69). The second phase includes 84 homes: Johar Baru (12), Tanah Tinggi (31), Galur (25), and Kampung Rawa (16).

In Tanah Tinggi, construction on 10 homes began on April 14, 2025, with 18 more scheduled to begin in early May.

KADIN’s housing renovation program targets 500 uninhabitable homes (RTLH) across several regions: 200 in Jakarta, 100 in West Java, 100 in Banten, 50 in Bangka Belitung, and 50 in East Nusa Tenggara (NTT).

Minister Maruarar also addressed concerns over land ownership, assuring residents that the government or private sector would not claim their land after renovation. “This is proof—residents in Tanah Tinggi whose homes are being renovated are also receiving rental support from the Buddha Tzu Chi Foundation during the construction period,” he said.

The event was attended by Vice Chairman of the Buddha Tzu Chi Indonesia Foundation, Sugianto Kusuma (Aguan); KADIN Chairman Anindya Bakrie; Central Jakarta Mayor Arifin; APINDO Chairwoman Shinta Widjaja Kamdani; and representatives from HIPMI and the Indonesian Institute of Architects (IAI).

Sugianto Kusuma reaffirmed his foundation’s support and expressed his trust in the Ministry’s leadership. “I believe in Minister Maruarar’s team. We are also ready to build vertical housing in densely populated areas if needed, and in accordance with regulations,” he said.

Minister Maruarar hopes that the collaboration would serve as a national model, demonstrating that Indonesia is not in decline, but is moving forward under President Prabowo’s leadership through the provision of decent, livable housing for its people.
