Korlantas Polri explains why BPJS Kesehatan is not yet required for a driver’s license

Heaptalk, Jakarta — Yusri Yunus, Director of Registration and Identification at the National Police Traffic Corps (Korlantas Polri), stated on Monday (12/02) in Jakarta that BPJS Kesehatan membership is not yet a mandatory requirement for applying for a driver’s license (SIM) as of December 1.

“We’re still conducting trials and will evaluate further. We also need to gather feedback from the public. Please be patient. December? Who said so? Not yet—be patient,” Yusri explained. During the trial period, driver’s license applicants can still apply without being BPJS Kesehatan members, although they will be encouraged to register for the program.

Kombespol Heru Sutopo, Head of the Sub-Directorate of driver’s license at the Directorate of Regident Korlantas Polri, initially announced the BPJS Kesehatan requirement in June. He mentioned that the requirement would be implemented nationwide in December but did not specify an exact date. “In December, we’ll apply it nationally. Starting last November, we expanded trials across all regions of Indonesia, which initially began in July with only seven provinces,” he noted.

Earlier, Korlantas Polri tested the BPJS Kesehatan requirement from July to September, but this was limited to seven regional police headquarters (Polda) and 105 police precincts (Polres). In November, trials were extended nationwide. The regulation mandating active BPJS Kesehatan membership as an administrative requirement for driver’s license issuance is outlined in Kapolri Regulation No. 2 of 2023, Article 9 Paragraph (5A). This stipulates that one of the administrative requirements for issuing a private or commercial driver’s license includes proof of active participation in the national health insurance program.

Heru also highlighted that renewing documents no longer requires a visit to Satpas (SIM administration centers) or Samsat (One-stop Administration Services) offices to simplify the process for applicants. Instead, driver’s license and vehicle registration (STNK) renewals can now be done online via an application.
