Heaptalk, Jakarta — The Ministry of Communication and Digital Affairs (Komdigi) plans to revive the business of broadband wireless access (BWA) service operators, which offer data communication access via radio frequency spectrum, to provide home internet with access speeds of up to 100 Mbps.
This service will be provided for fixed-location packet-switched networks using International Mobile Telecommunications (IMT) technology. “It is hoped that this policy breakthrough will encourage the availability of home internet with access speeds of up to 100 Mbps at affordable service prices,” Komdigi stated in a press release on Monday (02/10).
In advance, the Ministry is preparing an 80 MHz spectrum for 1.4 GHz to support this service. This frequency will be used for home internet services and to support the education and health sectors. The Ministry also outlines provisions to be regulated in the Draft Ministerial Regulation of Communication and Digital Affairs regarding the use of the 1.4 GHz frequency.
Below is a list of provisions for the use of the 1.4 GHz frequency:
- Allocating the 1.4 GHz radio frequency band within the 1432-1512 MHz range with TDD mode for fixed-location packet-switched networks.
- Rights to use the 1.4 GHz radio frequency band will be granted as IPFR (Individual Permits for Frequency Rights) with service areas based on regions.
- Establishing policies that grant users of the 1.4 GHz radio frequency band the freedom to choose technology that follows IMT standards.
- Obligations for 1.4 GHz IPFR holders to use telecommunications equipment and/or devices that meet technical standards, pay IPFR fees and fulfill other obligations as per regulatory requirements.
- Coordination obligations to mitigate potential harmful interference.
- The announcement of the 1.4 GHz frequency auction has come as a surprise, as the government has yet to realize the auction of three previously announced frequencies: 700 MHz, 2.6 GHz, and 26 GHz.
