Heaptalk, Jakarta — On Tuesday (06/02), in order to aligning Regional Long Term Development Plan (RPJPD) with National Long Term Development Plan (RPJPN) 2024-2045, the the Association of Indonesian Municipal Governments (Apeksi) held a coordination meeting (Rakornas) at Hotel Aryaduta, Jakarta. The meeting was attended by the Head Regional Planning Development Agency of all Indonesia’s cities including Furqon as the Head Regional of Batu Malang city.
During the event, Furqon explained that this event was an excellent measure and aligned the 2025-2045 Regional Long Term Development Plan (RPJPD) Batu City with the Province and Central. He added, “The main focus of this event is the steps that are required to be done so that both national and regency/city will be aligned.”
Furqon also explained the stages of preparing the RPJPD. According to him, the initial process is holding the meeting between the Mayor with DPRD to discuss the 2025-2045 RPJPD. RPJPD also should align with the 2025 RPJPN, 2025-2045 RPJPD, and the City’s Regional Space Order Plan (RTRW).
Secondly, the Mayor applied the regional regulations regarding the 2025-2045 RPJPD, no later than the fourth week of August 2024. Further, the Head and Deputy Regional Head discuss the plan of Regional Regulations with DPRD and determine the Regional Regulations regarding the 2025-2045 RPJPD.
A copy of the Regency/City RPJPD for 2025-2045 that has been determined shall be submitted to the Governor as the Government Representative through the Provincial Regional Apparatus who is responsible for regional development planning no later than one week after it is stipulated.
The 2025-2045 RPJPD becomes the guide to regionals in planning the RPJMD Technocratic design. Sixth, the 2025-2029 RPJMD Technocratic design can refer to the 2025-2045 RPJPD design.
Moreover, the 2025-2045 RPJPD design and the 2025-2029 Technocratic design become the guide for future Heads and Deputy Regional Head in planning their vision, mission, and program in the 2024 Regional Head Election.
Eighth, the 2025-2045 RPJP will be aligned with the 2025-2045 RPJPN as in the SEB Minister of Home Affairs and the Minister of National Development Planning regarding the alignment of the RPJPD with the 2025-2045 RPJPN.
Ninth, the Governor as the Central Government Representative ensures the Regency/City RPJPN in his area is aligned and guided by the 2025-2045 Provincial RPJPD and 2025-2045 RPJPN.
Tenth, the 2025-2045 RPJPD will be submitted to the Regional Government Information System (SIPD-RI).
The Municipal Government of Batu has contributed the vision of ‘MBATU’ in the initial plan (ranwal) of Batu City Regional Long Term Development Plan (RPJPD) 2025-2045. This RPJPD is designated as the guide of sustainable development in Batu City for the next 20 years.
The ‘MBATU’ vision is the abbreviation for Madani (Civil), Berkelanjutan (Sustainable), Agro-industrial, Tentram (Peaceful) and Unggul (Excellent). This vision is a regional development plan that is aligned with national development planning.
Member of the Batu City DPRD, Sujono Djonet stated the ‘MBATU’ vision includes the equality of health services, education and social, developing economic productivity and regional competitiveness, fostering effective governance, establishing community empowerment and ecological sustainability.
The Mayor of Batu, Aries Agung Paewai added if the RPJPD initial plan of Batu City is an effort to accelerate the realization of just social welfare.
“Through improvement and equalizing income, employment opportunities, business opportunities as well as improving access and quality of public services and regional competitiveness, followed by environmental quality based on regional strategic issues,” stressed Aries.
He explained, the local government development plans must be in line with the RPJPD at the provincial government level and the RPJPN prepared by the Central Government. Thus, the long term development concept for the next 20 years should be aligned.
“For this reason, what has been planned should not be halted with what the Provincial and National government have designed. For example, the development of Batu City is mainly focused on the agriculture, horticulture, MSME and tourism sectors,” stressed Aries.
Furthermore, Aries said, RPJPD of Batu City has detailed the strategic plan for policy directions and main targets for the development of the Batu City area within a 20 year period. This document is planned to realize sustainable development, improve the life quality of the public, and optimize efficient use of resources.
