Heaptalk, Jakarta — Minister of Administrative and Bureaucratic Reform (PANRB) Abdullah Azwar Anas has assured that the transition of supervisory duties for implementing the merit system of civil service management will proceed smoothly following the reassignment of the duties and functions of the Civil Service Commission (KASN). These responsibilities are currently being handled by the Ministry of PANRB and the National Civil Service Agency (BKN).
“Today, I visited the BKN office, which will be the new workplace for our colleagues from KASN who have been reassigned. I believe this new office is more representative, allowing the supervision of the merit system implementation to be integrated and run efficiently. Moreover, the tasks and functions previously associated with KASN will be technically managed by BKN,” he said during an inspection of the complaint service for supervising the merit system at the BKN office in Jakarta on Tuesday (24/09).
Circular Letter of the Minister of PANRB No. 4/2024 regulates the reassignment of the supervision of the merit system of civil service management. The Ministry of PANRB and BKN will share roles in carrying out the main tasks and functions previously handled by KASN.
The Ministry of PANRB will establish policies for supervising the merit system, while BKN will oversee its implementation. This includes managing the implementation of fundamental norms and the civil service code of ethics and conduct, supervising the merit system in policies and civil service management in government agencies, ensuring the neutrality of civil service employees, and overseeing the professional development of civil service.
“With the transfer of KASN’s functions to BKN, I hope service delivery will accelerate, benefiting both the public and civil service employees. Reporting will no longer be cumbersome, and handling complaints related to the merit system will be simpler as everything is now integrated. Ultimately, this will lead to improved public services,” he added.
Acting Head of BKN, Haryomo Dwi Putranto, explained that BKN has prepared everything needed for KASN employees who have been reassigned. As of October 1, 2024, all KASN employees will officially become BKN employees. “This means that KASN’s duties will automatically become BKN’s responsibilities. Going forward, we will continue to improve the evaluation of the merit system to ensure it operates more effectively and efficiently,” he explained.
The Ministry of PANRB and BKN are currently conducting orientations for the KASN employees who have been reassigned. 51 KASN employees have joined the Ministry of PANRB, and 82 have joined BKN. These employees are currently undergoing orientation at their new agencies.
KASN Vice Chairman Tasdik Kinanto was present to observe the progress of the transfer of employees from KASN to BKN. He confirmed that the process is proceeding smoothly following regulations and does not disadvantage the transferred employees or disrupt the supervision of the civil service merit system.
“Thank God, the transfer process is going well, and Minister Anas’s instructions to ensure that the reassignment of KASN’s functions to BKN, especially regarding complaints about civil service neutrality, senior official selection (JPT), and the merit system, will be handled more quickly and transparently due to improved information systems,” he concluded.
