Fakfak Govt and Pupuk Kalimantan Timur discussion covered three matters: Relinquishment of Forest Areas, AMDAL, and Regent Regulation on Clan Mapping and Territorial Boundaries.
Heaptalk, Jakarta — The Government of Fakfak Regency, West Papua Province immediately took action regarding the implementation of the Fertilizer Industry Development Project by PT Pupuk Kalimantan Timur (PKT) which had been designated as a National Strategic Project (PSN) by President Joko ‘Jokowi’ Widodo.
As a concrete means, the Fakfak Regency Government attended further discussions through a Focus Group Discussion (FGD) held by the PKT in the meeting room on floor 2 Hotel Ashley Tanah Abang, Jakarta (02/08). On the agenda, Fakfak Regent Untung Tamsil explained that there were several topics that needed to be mutually agreed upon between the local government, DPRD, PKT, traditional leaders, and other related parties.
“There are three matters that need to be agreed upon in order to accelerate the implementation of PSN in the Fakfak fertilizer industrial area where Pupuk Kaltim will invest in Fakfak,” said Untung. The three topics include Relinquishment of Forest Area, AMDAL, and Regent Regulations on Clan Mapping and Territorial Boundaries.
Untung further explained that to reinforce regional development, the Regency Government has formed an acceleration team to encourage the implementation of this strategic project. Additionally, through this agenda, the Government also would like to obtain inputs from the customary party as the owner of the area.
From a regulatory standpoint, Untung stated, “We have also pushed and proposed to the legislatif (DPRD) regarding the P3MH Regional Regulation on recognition and protection of customary law communities wherein the Regional Regulation will also discuss investment issues.”
Regent Untung said that in August, the Fakfak Regional Government expects to be able to identify the location points for the construction to find out which villages would be involved. “This will then become a reference for Pupuk Kaltim,” added Untung.
Apart from that, as a form of support for the surrounding community, Untung will also discuss PKT steps for the economic sustainability of coastal communities, primarily fishermen who are affected by this project.
In general, the National Strategic Project will be built on thousands of hectares of land in Fakfak Regency. Untung added that as a first step, the Regency Government will focus on several location points first, which would involve the indigenous community.
Regarding land acquisition, the Regional Secretary of Fakfak Regency Ali Baham Temongmere stated, “We hope that the provincial government will propose to the central government to relinquish this area. Hence, this project can be implemented immediately.”
In more detail, Sekda Ali explained that the land acquisition began with a meeting with the Pertuanan Arguni community, the Arguni community, and relevant community representatives. “They have fully supported this strategic project. This (public support) is an entry point,” concluded Ali.
