East Kutai wins Digital Govt Award for the significant increase in Electronic Govt System (SPBE) Index

Heaptalk, Jakarta — East Kutai Government won the Government Award from the Ministry of State Apparatus Utilization and Bureaucratic Reform, category the enhancement of Electronic Government System Implementation (SPBE) Index. This award comes on the heels of the significant escalation of the Regency’s SPBE Index, which jumped seven levels from 9th position to 2nd in 2022.

The Head of East Kutai Communication and Informatics Service, Encoding, and Statistics Department, Ery Mulyadi, who attended SPBE Summit stated, “Practically, this is not our target. Our main target is to put our best to optimize digitalization in the government administration. Alhamdulillah, Our effort obtained great appreciation from the Ministry.” (03/21)

East Kutai made history as the regency became the only region in East Kalimantan that achieved the award. Mulyadi revealed that this exponential increase is aligned with their effort to improve their system.

For information, East Kutai’s SPBE Index 2021 was only 1.03 points and categorized as deficient. Obtaining this bad score, the local government further performed an in-depth analysis based on the SPBE evaluation to find the main problems and enhance the adoption of digitalization.

“In terms of public services aspect, the Regency has adopted digital systems for years. However, improper documentation made SPBE index in 2021 was at rock bottom. At this point, we improve the documentation process.” said Mulyadi.

As the real action, East Kutai has issued Regent Regulations concerning good governance for government administration. The authority also has outlined SPBE’s master plan and its architecture to be the guideline of the SPBE program in East Kutai.

From the side of infrastructure, the regency has boost the development of its digital infrastructure and allows all villages to have internet access. The local government also has provided free internet access to the local people at several points.

Regarding the implementation of government electronic, Mulyadi viewed that human capital capability is one of the critical factors. For this reason, Mulyadi added, “We continue to improve the capacity of our human capital, both from the public services aspect and IT program, for example, in cybersecurity. Our employees, today, have international cybersecurity certifications. We also allocate our regional budget for the provision of firewalls to strengthen cybersecurity.”
