Heaptalk, Jakarta — The electronic-based government system (SPBE) is being implemented in stages in the East Kutai Regency. However, the regency government is experiencing several obstacles in its deployment, one of which is a lack of understanding by regional apparatus organizations (OPDs) regarding their duties and functions in supporting the implementation of this e-government system.
According to the Head of Informatics Applications at the East Kutai Communication and Informatics, Statistics, and Encryption Department Diar Fauzi Wiranata R.A., many OPDs still do not understand their role in supporting SPBE implementation. They assume that implementing this e-government system is the task of the Communication and Informatics Department alone.
“To date, the implementation of SPBE in East Kutai Regency has been ongoing although there are several obstacles. Many OPDs do not fully understand their duties and functions in supporting SPBE,” said Diar on the sidelines of the SPBE national coordination meeting in Jakarta (10/18).
In fact, regional apparatus organization plays a vital role in accelerating the implementation of SPBE as its task is to provide supporting data for the system. Meanwhile, the Department of Communication and Informatics is assigned to collect and submit data into the system as well as update the data if there are changes.
Planning to hold a coordination meeting with all OPDs
Further, the Department will hold a coordination meeting with all OPDs in East Kutai Regency at the beginning of next year to socialize the respective duties and functions in accelerating the implementation of the e-government system in the region. Diar targets all OPDs to understand their respective roles and carry them out well ahead of the SPBE evaluation in 2024.
Diar added, “We have conveyed the plan for a coordination meeting with OPD to support the acceleration of SPBE in 2024 to the Regional Secretary as the SPBE implementation coach and Assistant I (General Government and People’s Welfare) who oversees the Communication and Informatics Department.”
Despite these obstacles, the ICT infrastructure in East Kutai is adequate to access the e-government system. Diar said that remote areas are free of blank spots and have internet access, such as several villages in Sandaran District. The availability of internet networks in all areas of East Kutai certainly supports the target of accelerating the implementation of SPBE.
“Previously, the East Kutai Regency Government had launched the Merdeka Signal program. As a result, now all villages in East Kutai can receive signals. There are no blank spots. Signals can still be received at a distance of 500 meters from the transmitter point. However, at certain times technical issues can occur,” Diar concluded.
