Dumai City Govt utilizes the national data center to accelerate the implementation of SPBE

Dumai City Government had been given storage space with a capacity of 12.5 terabytes which enabled his party to integrate 37 regional apparatus organization apps.

Heaptalk, Jakarta — Dumai City started implementing an electronic-based government system (SPBE) several years ago until in 2022 the city government obtained an SPBE index of 2.63 with a good predicate.

“Thank God, in 2022, SPBE within the Dumai City Government is rated good with an index of 2.63. There are several regulations and policy domains that have been compiled into SPBE master plans and outlined in the Dumai Mayor’s Regulations. From 1 to 10, we are at level 4. This has increased considering that in the previous year, we were at level 3,” said the Head of the Dumai City Communication and Informatics, Statistics and Encryption Department Khairil Adli on the sidelines of the SPBE national coordination meeting in Jakarta (10/18).

In more detail, for the management domain, there are several apps that have been integrated nationally for example, Srikandi. Khairil voiced, “We also leverage the national data center as the server. Before 2022, we were using servers purchased from the Regional Budget (APBD) with a capacity of only 3 terabytes.”

Khairil said that the Dumai City Government had been given storage space with a capacity of 12.5 terabytes which enabled his party to integrate 37 regional apparatus organization apps. This effort was made possible after the city government wrote to the Director of Government Information Application Services (LAIP) of the Ministry of Communication and Informatics Bambang Dwi Anggono, requesting access to the national data center.

As of August, 8.45 terabytes had been integrated into the Data and Information Center (Pusdatin). He added, “This really helps the regional government as we do not need to prepare IT personnel to protect data, especially from hackers.”

Further, Dumai City Government also manages SP4N LAPOR as a public complaint channel. “Previously, public complaint services in Dumai were still run by each regional apparatus, such as the Health Department, Transportation Department, and others. Every department managed its own complaint channel. After being integrated into SP4N LAPOR, the government can monitor Dumai residents’ complaints,” explained Khairil.

Providing better access to public information

Apart from providing an integrated public complaint service channel, Dumai City Government has taken other concrete steps in handling community complaints, one of which is controlling tidal floods by monitoring the rise and fall of water. There are also reservoirs built to accommodate excess water to prevent flooding. River normalization is also carried out to avoid obstruction of water flow.

In the health sector, Khairil said that his party had collaborated with BPJS Health to provide free health services. In the field of public disclosure, Dumai City Government has integrated its services with the Public Information Commission. This way, the public can submit requests for information online.

“Access (to information) is faster, unlike before which required filling out a form first. Now, the information the public needs can be answered immediately without waiting long. If the public is not satisfied with the data provided, they can request it through a commission hearing. To date, Dumai is considered good at providing information,” Khairil added.

Meanwhile, regarding stunting issues, he explained that the stunting rate in his area had decreased significantly to reach 24.7% in mid-2023. This achievement brought Dumai an award from the National Population and Family Planning Agency (BKKBN). According to Khairil, this achievement cannot be separated from the involvement of regional apparatuses and the community which then resulted in Dumai receiving incentives from the Ministry of Finance amounting to Rp14.47 billion to deal with stunting.
