Heaptalk, Jakarta—The National Border Management Agency (BNPP), led by the Minister of Home Affairs Tito Karnavian, continues encouraging 13 National Cross-border Posts (PLBN) spread across state borders to build Integrity Zones.
The Secretary of BNPP, Zudan Arif Fakrulloh, also continuously encourages cross-border posts to have an Integrity Zone at every meeting. The Integrity Zone aims to transform government agencies into corruption-free areas and clean and serving bureaucratic areas in their office environments, in accordance with PANRB Ministerial Regulation No. 90 of 2021.
In his speech on Friday (19/04), Gutmen Nainggolan, Head of the Legal, Organization, and Personnel Bureau at BNPP, revealed that 4 PLBNs were selected for the Integrity Zone as a pilot project carried out before implementing the process as a whole.
The four PLBNs selected for the Integrity Zone are PLBN Aruk in Sambas Regency, West Kalimantan; PLBN Entikong in Sanggau, West Kalimantan; PLBN Motaain in Belu Regency, East Nusa Tenggara (NTT) and PLBN Motamasin in Malaka Regency, NTT. “As a pilot project, there are 4 PLBNs. Next year, we will do this in all PLBNs managed by BNPP, totaling 13 PLBNs,” he explained.
Further, Gutmen said that the mechanism for building an integrity zone consists of at least four stages: declaration of integrity zones, determination of work units, construction of work units, and monitoring of development. He added, “BNPP’s steps towards a PLBN with an integrity zone have actually started at least three years before 2024.”
In the efforts to establish an Integrity Zone, on February 26, 2023, a charter was signed to establish an integrity zone in the PLBN towards a corruption-free area. The charter was signed by former Secretary of BNPP, Restuardy Daud, and Deputy for State Border Management at BNPP, Robert Simbolon, who currently serves as Acting Secretary of BNPP.
The charter’s signing was witnessed by representatives from the Ministry of PANRB as the External Assessment Team, the Inspectorate General, the Ministry of Home Affairs as the Internal Assessment Team, the Corruption Eradication Commission, and the Indonesian Ombudsman. “Previously, the Integrity and Information Pact on Integrity Zone Development Services had been signed on 8 PLBNs,” he concluded.
