Head of the National Public Procurement Agency (LKPP) Hendrar Prihadi inaugurates ISPE 2023 with the theme “Sustainable Procurement through E-catalogue Transaction and Synergizing Global Products to Amplify Local Eco-friendly Products. In his remarks, Hendrar congratulated AKEN and the Indonesia Procurement Functional Association (IFPI) on the success of ISPE. He said that President Joko Widodo paid special attention to the process of procuring goods and services in Indonesia, primarily as its fantastic amount of funds reached Rp1,200 trillion or worth US$77,8 billion (US$1 equals Rp15,417).
“If (the procurement of goods and services) is carried out properly and correctly, it will be able to lift the Indonesian nation’s economy,” said Hendrar during the opening ceremony of ISPE 2023 in Jakarta (03/15). Hendrar conveyed the President’s message that there would be rewards in the form of incentives for local governments and ministries or agencies that meet the specified benchmarks in utilizing domestic products and transactions via e-catalogue. On the other hand, there are also sanctions for regional governments, ministries, or institutions that ignore existing regulations.
In more detail, Hendrar conveyed President Joko Widodo’s five directives regarding the procurement of goods and services, namely increasing the use of domestic products, increasing the portion of MSMEs and cooperatives, ensuring transparency in the procurement of goods and services, seeking efficiency in government spending, as well as accelerating the absorption of the government budget.
Further, President Joko Widodo asked for a target of transactions through e-catalogues to reach Rp500 trillion or worth US$32.4 billion in 2023. “The transaction value in e-catalogues has reached Rp85.72 trillion. For this year’s target, we have to pursue the transaction value that the President wants to reach Rp500 trillion, which rose to 600%. Can it be achieved? With our fellowship and cooperation, we can do it,” said Hendrar with optimism.
Collaborating with Telkom in accelerating the digitalization of e-catalogue
According to Hendrar, ISPE is one of the efforts to achieve the target set by the President. In addition, LKPP is also collaborating with Telkom to accelerate digitalization. He said, “What we are doing next is the development of digitalization. Earlier this year, we made an agreement with Telkom, further strengthened by a presidential regulation through the assignment of Telkom to help accelerate digitalization at LKPP. In the roadmap, it is stated that in the third semester of 2024, this new platform will be accomplished.”
With the e-catalog platform being developed with Telkom, Hendrar expected that the process of procuring goods and services will be simpler with easy features and can spur more transactions through the platform.
The second ISPE exhibition is held in conjunction with the 7th-anniversary celebration of the Indonesia Procurement Functional Association (IFPI). This event was enlivened by a series of activities related to the procurement of goods and services, including seminars, panel discussions, and the AKEN national work meeting as a means for procurement actors to synergize with each other in responding to the challenges of procuring goods and services in 2023.
Meanwhile, the Chairman of AKEN Sutardi said that this year’s ISPE is held earlier than last year in May 2022. “We are pursuing a fairly large LKPP target of Rp500 trillion transaction. Hence, we are trying to get all stakeholders this year to work together more speedily at the beginning of the year. Hopefully, all of our targets can be achieved this year,” said Sutardi during the opening ceremony of ISPE 2023 in Jakarta (03/15).
“In the midst of the various challenges faced by the Indonesian people after this pandemic and aligned with President Joko Widodo’s direction in growing the procurement of domestic products and MSMEs through e-catalogues of Rp500 trillion, we hope that ISPE 2023 will be one of the events that participate encourage efforts to achieve these targets and efforts to restore the national economy, “concluded Sutardi.
