Open government has been practiced in Indonesia for a decade. In commemoration, Bappenas launched the National Action Plan on Open Government Indonesia (OGI) VII.
Heaptalk, Jakarta — Ministry of National Development Planning/National Development Planning Agency (PPN/Bappenas) through the Open Government Indonesia (OGI) National Secretariat launched the National Action Plan on OGI VII to commemorate a decade of open government in the country. Taking place at the Bappenas Building, the event was inaugurated by the Minister of National Development Planning/Head of Bappenas Suharso Monoarfa (02/07).
Minister Suharso delivered, “Through OGI, the government and civil society have struggled together to mainstream the values of openness in the development process into commitments that have an impact.”
In more detail, Indonesia has scaled up the dimensions of government effectiveness and regulatory quality within the open government framework after more than ten years of being committed to implementing an open and participatory government.
The achievement of Indonesia’s E-Government Development Index score for 2016-2022 shows an increasing trend to 0.72 in 2022, above the world average, most of which is contributed by the Human Capital Index and Online Service Index scores.
Further, Suharso emphasized that governance transformation and improvement of national development performance, as well as expansion of openness practices at multiple levels of government, are substantial goals primarily to catch up with Indonesia from other Southeast Asian countries including Singapore, Malaysia, and Thailand. This transformation can be embodied through four main strategies.
- Mainstreaming the values of government openness in governance and development namely transparency, participation, accountability, innovation, and inclusiveness;
- Strengthening cooperation between government and non-government actors in development through the implementation of the co-creation principle;
- Creation of an ecosystem that is conducive to open government practices;
- Linkage and integration between government disclosure actions and other government commitments.
Those strategy are implemented with reference to evaluation and reflection on a decade of Indonesia’s Open Government implementation, as well as projected future steps to strengthen the initiatives and practices.
Indonesia founded OGP in 2011 along with 7 other countries
“Surely, stakeholder collaboration is valuable. Support from various parties is also urgently needed, not only from civil society organizations, but also from the private sector, academia, philanthropy, and the wider community to work together to build a better Indonesia towards achieving the ideals of a golden Indonesia in 2045,” said Suharso.
Since 2011, along with 7 other countries, Indonesia has established the Open Government Partnership (OGP) with the aim of mainstreaming government openness by promoting the values of transparency, participation, innovation, inclusion, and accountability.
A year later, to actualize the practice of open government in Indonesia and carry out its membership in OGP, the Indonesian Government established the OGI National Secretariat. Since then, Indonesia’s participation in OGP has brought a real impact on society and won several awards for government openness at the global, national, and regional levels.
