Heaptalk, Jakarta — The South Tangerang City Government plans to revise its regional spatial plan, focusing on space utilization. This idea was the main topic of discussion at the public consultation event held in Serpong on Thursday (09/05).
The public consultation is part of the process to amend the Regional Regulation on the Spatial Plan of South Tangerang City, which was previously regulated by Regional Regulation No. 15 of 2011 and amended through Regional Regulation No. 9 of 2019 on the Amendment to Regional Regulation No. 15 of 2011 on the Regional Spatial Plan of South Tangerang City from 2011 through 2031.
On this occasion, South Tangerang Mayor Benyamin Davnie explained that the plan revision had undergone several stages. “It started with submitting a request for the regional spatial plan review to the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (ATR/BPN) in February 2024. This was followed by issuing a recommendation for the Review by the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (ATR/BPN) in June 2024,” Benyamin stated.

According to Benyamin, the South Tangerang City Government is currently preparing the technical content of the plan, updating the Basic and Thematic Maps, and drafting the Strategic Environmental Assessment for the RTRW. Additionally, issue gathering continues through forums like this. Benyamin explained, “With the input of ideas and the collection of necessary data for drafting the South Tangerang City Regional Spatial Plan.”
Meanwhile, Bambang Noertjahjo, Regional Secretary of South Tangerang and Chair of the South Tangerang City Spatial Planning Forum, stated that following Law No. 6 of 2023 regarding the Stipulation of Government Regulation in Lieu of Law No. 2 of 2022 on Job Creation and Law No. 26 of 2007 on Spatial Planning, spatial plan reviews are conducted once every five years. As such, the South Tangerang City Plan has now entered the review period.
Bambang added that they had evaluated the 2023 Regional Spatial Plan, considering factors such as the Study of Investment Climate Progress and Ease of Doing Business, Internal Regional Dynamics Study, Regional Spatial Plan Monitoring and Evaluation Results, Program Synchronization for Space Utilization, and the Approval and Recommendations for the Appropriateness of Space Utilization Activities. He stated, “The goal is to assess the extent of the implementation of the South Tangerang City Spatial Plan.”
This public consultation aims to involve the community in drafting the plan in their area. “This public consultation involves around 200 participants, including representatives from Forkopimda/vertical agencies, Provincial Agencies, OPDs within the South Tangerang City Government, regency and district representatives, representatives from neighboring cities/regencies, academics, professional associations, and other stakeholders. The aim is to provide input, suggestions, ideas, and concepts to address various challenges, especially in spatial planning in the South Tangerang City area,” he concluded.
