Heaptalk, Jakarta — As of March 2024, the Ministry of Communication and Informatics (Kominfo) has disciplined 150 individuals who illegally resold RT/RW Net services.
RT/RW Net is a network built in residential areas, complexes, or densely populated residential areas. “The aim is for people to enjoy internet network connections easily and cheaply but remaining stable,” explained the Director General of Post and Informatics (PPI), Ministry of Communication and Informatics, Wayan Toni Supriyanto.
In more detail, RT/RW Net services, unlike cellular services that may experience fluctuations due to usage density and weather conditions, are designed to cater to a limited number of devices within a network range of up to 6 km, offering a unique and stable internet experience, as Wayan explained.
Regarding the installation, Wayan Toni explained, “To build an RT/RW Net network, several devices are needed to expand internet network coverage. The devices in question include a modem or router, access point, antenna, access point box, and power over ethernet (POE). Other devices for RT/RW Net are UTP (unshielded twisted pair) and STP (shielded twisted pair) cables, pigtail cables or jumper cables, and lightning arresters.”
Considering its multiple benefits, Kominfo regulates the resale of internet services through Minister of Communication and Informatics Regulation No. 13/2019 on the Implementation of Telecommunication Services and No. 3/2021 on Business Activity Standards and Product Standards in the Implementation of Risk-Based Business Licensing in the Postal, Telecommunications, and Electronic Transactions Systems Sectors.
Becoming a legal RT/RW Net reseller
Wayan Toni clarified the process of becoming a reseller, stating, “Reseller activities can only be conducted after obtaining a business permit from the central government, specifically a Telecommunications Services Resale Services Standard Certificate (KBLI 61994) via oss.go.id.” The regulation also stipulates that resale activities must be conducted using trademarks and allow for the addition of the reseller company’s trademark (co-branding).
In addition, reseller activities must meet the provisions of telecommunications service quality standards that have been committed to by telecommunications service providers. In terms of recording, all resale service income must be carried out separately and reported to the telecommunications service provider. Then, billing includes the telecommunications service provider’s trademark.
He further added, “Using the IP address and AS Number belonging to the telecommunications service provider and implementing the provisions in accordance with the cooperation agreement with the telecommunications service provider.”
Official internet resellers must also convey a commitment in the form of cooperation with telecommunications service providers, a statement of ability to comply with the requirements for filtering negative content, including pornography, gambling, and violence, as well as a statement of ability to comply with statutory provisions. “That is the underlying reason for us hunting for illegal RT/RW Net,” he concluded.
