Heaptalk, Jakarta – The established digital ecosystem in the National Health Insurance (JKN) program that is managed by Social Health Insurance Administration Body (BPJS Health) become one of the best practices in world social security management. Several countries are studying how Indonesia manages the social security program especially the world’s largest health insurance provider.
This is what prompted International Social Security Association (ISSA) to hold the 17th ISSA International Conference on Information and Communication Technology in Social Security (ICT 2024) in Indonesia. Collaborating with BPJS Health, the organizer of JKN Program in Indonesia, more than 300 participants from 71 countries attended the event in Nusa Dua, Bali, 6-8 March 2024.
ISSA is a well-known international organization with the members of social security institutions, departments, government and other institutions that manage several field of social security. ISSA was founded in 1927 under the International Labor Organization (ILO). Recently, ISSA has approximately 350 institution members from less that 160 countried. ISSA members are from different coninents, namely Africa, America, Asia and Pacific, as well as Europe.
ICT conference is a triennial global gathering that was held by ISSA and followed by ISSA members from different countries. In 2024, ICT Conference has a theme of “Data-driven transformation for a smart, resilient and inclusive social security.”
On Thursday (07/03), CEO of BPJS Health, Ghufrom Mukti on the written press release delivered, “BPJS Health will share experiences in information technology implementation for Indonesia’s health insurance. Since JKN Program was executed, we are committed to keep innovating, developing latest solutions to provide easier, fast, and fair services for JKN members that inseparable from information technology.”
Ghufron added, for managing the JKN Program, digital ecosystem has already established and connected to one another. Not only for BPJS Health internal, but also connected with health, bank, ministry, and related services facility even with participants and business entities.
Currently, BPJS Health is connected with more that 23 thousand First Level Health Facility (FKTP) and 3 thousand Advanced Reference Health Facility (FKRTL) across the country. Within this ecosystem, there are million of health services data that connected to one another. As for bank ecosystem, there is more than 950 thousand payment features and 15 ministries/institutions connected with more than 100 million data flows or transactions per day.
“ICT’s support as JKN Program enabler, driver, and accelerator in Indonesia aim for an effective program and excellent service. With a wide coverage of JKN service, and high transaction, speed and accuracy are needed to carry the program. Hence, the use of ICT and IT are necessary to be done,” said Ghufron.
With this opportunity, ISSA President Mohammed Azman stated that this event is hoped to create and strengthen the health insurance in the world more prosper and inclusive. The use of IT development is now become the priority in managing health insurance in the world.
Azman explained that World Economic Forum projected digital transformation to give additional value for USD100 trillion for world economy in 2025 (USD1 equals Rp15,541). For the past years, technology has become an important role to to simplify administrative business processes in social security. Technology is a key factor for various organization activities, starting from providing services to managing internal business processes.
“The use of technology makes social security organizations to improve the quality of services possible, and help social security is more accessible and responsive, especially through cellular technology with personalized and customized approach. For this matter, Indonesia becomes an exemplar of commitment usage of technology with huge impact. Hopefully today, ISSA members will provide enough insight on strategy development and good digital governance, and strong cyber security capabilities and digital resilience,” said Azman.
Meanwhile, OJK Chairman Mahendra Siregar conveyed the JKN Program management is one of models of health services that is well managed so the benefits are tangible for participants. However, to optimally manage the JKN Program, risk management aspects, governance financial management for program sustainability, and thorough management needs to be maintained properly.
“There are 3 conclusions to be delivered, the first one is providing social security is the key factor to support public welfare. Secondly, we need to ensure there is no one left behind in accessing social security as it is the important factor that needs to be done. Then, we need to improve management and increase professionalism and ICT collaboration preference among institutions and stakeholders. With various efforts and strategies, including ICT, hopefully this can enhance additional values of JKN Program,” said Mahendra.
Through this event, BPJS Health also shares knowledge on national data infrastructure management for JKN Program that will be delivered by Compliance and Inter-Agency Relations Director of BPJS Health Mundiharno. Furthermore, Technology and Information Director of BPJS Health Edwin Aristiawan will share a full experience of ICT becomes the main support of the JKN Program.
BPJS Health will also share insight on using Artificial Intelligence (AI) that becomes one of the game changers in holding the JKN Program. Through this opportunity, Director of Health Service Guarantee Lily Kresnowati explained how AI can be used to detect fraud datas in health facilities.
“Eventually, the use of ICT aims to facilitate services for participants. At the 2024 ICT event, BPJS Health Membership Director David Bangun also shares insights on how the utilization of ICT can achieve coverage of BPJS Health membership, information management, complaints, and administrative services,” explained Lily Kresnowati.
Apart from sharing insights, BPJS Health also presented several innovations that become public favorite. Started from the usage of JKN mobile, JKN I-Care feature or mobile health service history, Pelayanan Administrasi via Whatsapp (PANDAWA), and tuberculosis medication monitoring app that is currently in testing phase.
“We hope through this occasion, Health BPJS will gain favor from knowledge sharing, experience, and maybe can be implemented as the formsof optimizing JKN Program services,” concluded Ghufron.
